Pro tip: If you have the Xbox Elite controller, use the backside pedals for stuff like lock on. It made a tremendous difference for me. Oh and you were right with getting the SE. a simple yes or no will suffice. Short answer: yes it works on Windows 10. Proper answer: there is no functional difference between Windows 8/8.1/10 when it comes to playing this specific game. If you have any issue, it's not because you are using Windows 10. At least from what I know. But remember, there is a difference between using your devil bringer while locked-on and not.
